Welcome to SWE-RHB Health Planning, Monitoring, Evaluation, and Economic Management Directorate

The Health Planning, Monitoring, Evaluation, and Economic Management Directorate of the Southwest Ethiopia Regional Health Bureau (SWERHB) is responsible for steering the region’s health sector through effective planning, performance tracking, and prudent economic management. The directorate supports the design and execution of health programs that respond to regional priorities while remaining consistent with national strategies and international health commitments.

By undertaking comprehensive assessments, trend analysis, and forward planning, the directorate identifies priority health challenges, service delivery gaps, and future system demands. It works closely with relevant sectors and partners to ensure health initiatives are well integrated with broader regional development efforts, promoting coordinated and sustainable health system improvement.

A strong focus on monitoring and evaluation enables the directorate to measure progress, improve accountability, and enhance service quality. Standardized indicators, routine performance reviews, and data quality assurance mechanisms are used to generate reliable evidence for decision-making. The directorate also ensures that accurate and timely information is shared with leadership, partners, and stakeholders to guide policy formulation and program adjustments.

Strategic Health Planning

  • Prepare and implement short-, medium-, and long-term regional health plans
  • Align regional health priorities with national policies and global health frameworks
  • Conduct situational assessments and projections to guide service expansion
  • Strengthen coordination with sectors contributing to health and social development

Monitoring, Evaluation, and Learning

  • Design and maintain functional monitoring and evaluation systems
  • Define and track performance indicators for health programs and services
  • Conduct routine reviews, evaluations, and follow-up actions
  • Promote the use of data for planning, management, and decision-making
  • Ensure timely reporting and dissemination of performance information

Economic and Financial Management

  • Coordinate health sector budgeting and monitor resource utilization
  • Promote efficiency, transparency, and accountability in financial management
  • Support resource mobilization from government and development partners
  • Carry out economic and cost analyses to inform investment decisions
  • Strengthen internal controls and financial oversight mechanisms

Health System Resource Planning

  • Support planning for health facilities, equipment, and infrastructure development
  • Improve deployment and utilization of the health workforce
  • Promote digital health solutions and strengthened health information systems
  • Enhance supply chain planning for medicines and essential health commodities

Leadership, Governance, and Capacity Development

  • Support evidence-informed leadership and policy implementation
  • Strengthen governance practices across the regional health system
  • Facilitate stakeholder engagement and collaborative partnerships
  • Build the capacity of health managers and technical teams

Research, Innovation, and Knowledge Use

  • Encourage applied research to address regional health system challenges
  • Promote innovative approaches and digital technologies in healthcare delivery
  • Strengthen collaboration with academic and research institutions
  • Document, share, and scale effective practices and interventions

Equity and Universal Health Coverage

  • Support strategies that advance universal health coverage in the region
  • Promote fair access to essential health services for all populations
