Welcome to the SWE-Regional Pharmaceutical and Medical Equipment Directorate (PMED)

On behalf of our dedicated team, I welcome you to our strategic hub for healthcare equity. In our region, we believe that a health facility without essential medicines is like a bridge without a foundation. Our directorate serves as the operational backbone of the regional health system, ensuring that every citizen whether in a bustling city or a remote rural Kebele has access to safe, effective, and affordable medical commodities.

We are not just distributors; we are stewards of public trust. Through the implementation of modern frameworks like APTS and Clinical Pharmacy, we are transforming how medicines are managed and how patients are cared for. Our doors are open for partnership, innovation, and a shared commitment to a healthier, more prosperous region.

A. Our Core Mandate

These messages represent the "Pillars of Excellence" that every staff member and stakeholder should communicate:-

I. On Supply Chain Resilience

  • "No Stock outs, No Excuses:" We are moving from reactive orders to data-driven, demand-based forecasting. By strengthening our Integrated Pharmaceutical Logistics System (IPLS), we ensure that life-saving commodities are available before the patient arrives.

  • "The Six Rights are Our Compass:" Every action we take is measured by delivering the Right goods, in the Right quantity and condition, to the Right place, at the Right time, at the Right cost and for the Right patient

II. On Pharmacy Service Transformation

  • "Transparency Breeds Trust:" Through the Auditable Pharmaceutical Transaction and Services (APTS), we guarantee that every cent spent on medicines is accounted for and reinvested into patient care.

  • "Beyond the Counter:" Our pharmacists are clinical partners. We are shifting the focus from simply "counting pills" to clinical pharmacy, where the pharmacist is an active member of the medical team, preventing errors and improving treatment outcomes.

III. On Rational Use & Public Safety

  • "Antibiotics are a Finite Resource:" We lead the regional fight against Antimicrobial Resistance (AMR). We promote rational prescribing and educate the public that "medicines are only medicines when used correctly."

  • "Zero Tolerance for Waste:" Through Reverse Logistics and proper pharmaceutical waste management, we protect our regional budget and our environment from the hazards of expired or damaged products.

IV. On Medical Equipment & Technology

  • "Uptime is Life:" A broken ventilator or an empty oxygen cylinder is a lost life. We prioritize healthcare technology management from standardized procurement to regional maintenance workshops to ensure our machines are always ready to serve.

  • "Innovation for Accessibility:" We are committed to the medical oxygen roadmap, ensuring that medical-grade oxygen is treated as an essential drug and made available at all primary health tiers.

B. Strategic Objectives

  • On Digital Transformation: Our goal is to move from "paper-based uncertainty" to "digital precision." By leveraging the Electronic Logistics Management Information System (eLMIS), we eliminate manual errors and ensure that decision-makers have a bird's-eye view of stock levels in every facility.

  • On Human Capital: We recognize that technology is only as good as the people who operate it. We are investing in pharmacists to ensure that medication therapy is safe and effective, and biomedical engineering to ensure that life-saving machines stay functional.

  • On Fiscal Stewardship: Reducing wastage isn't just about saving money; it's about saving lives. Every medicine that expires on a shelf is a treatment denied to a patient. Our target of less than 2% wastage is an ambitious benchmark for regional excellence.

  •  On Emergency Preparedness: In times of crisis, speed is life. Our directorate acts as the logistical nerve center of the region, maintaining pre-positioned supplies so that we are never caught off guard by public health threats.
